Two different rules, one purpose: making sure gas is safe

Australia has no single national gas compliance certificate. Each state runs its own system, and Queensland and Victoria, the two largest markets for this search, both tie a certificate to the gas work itself. In Queensland, a licensed gas fitter issues a gas compliance certificate under the Petroleum and Gas (Production and Safety) Act 2004, and installing, altering or replacing a gas system can all require a fresh one, with no fixed renewal date, the certificate simply reflects the last work done. In Victoria, a licensed plumbing practitioner must give the customer a Compliance Certificate for a standard gas installation and lodge it with the Building and Plumbing Commission within 5 days, under the Building Act 1993. Victoria then adds a second, separate requirement Queensland doesn't have: for a rental agreement entered into after 29 March 2021, or a fixed-term agreement of more than five years that rolls over into a periodic tenancy after that date, the Residential Tenancies Regulations 2021 also require a gas safety check by a licensed or registered gasfitter at least once every 2 years, on top of any work-triggered certificate.

If you are not sure which one applies to you, the short version is this: doing gas work or selling a property with recent gas work in either state points you toward a gas compliance certificate; renting out a property with gas in Victoria under a tenancy this 2-year duty applies to (see above) points you toward an additional rental gas safety check, on top of any work-triggered certificate. Both jobs need a licensed gas fitter, and both exist for the same reason: an unsafe gas installation can leak, cause carbon monoxide poisoning, or start a fire.
