Gas Safety Check Victoria: The Mandatory 2-Yearly Rental Rule

This isn't optional guidance, it's a requirement under the Residential Tenancies Regulations 2021, which were amended in June 2022 to align with the Gas Safety (Gas Installation) Regulation 2018.

If a gas safety check hasn't been done within the last two years by the time a renter moves in, Energy Safe Victoria's guidance is direct: the rental provider must arrange one as soon as practicable, not wait for the two-year mark to pass again.

What the gasfitter actually checks

This is a real, hands-on inspection, not a paperwork exercise. Energy Safe Victoria specifies the check must include testing the gas installation for leakage and confirming it's gas tight, checking there's adequate ventilation for appliances to operate safely, performing a service on all appliances as required under the Residential Tenancies Regulations 2021, and carrying out a combustion spillage test on every appliance in accordance with AS 4575.

A combustion spillage test specifically checks whether combustion by-products, including carbon monoxide, are escaping into the living space instead of venting outside as designed. This is the check most directly tied to preventing carbon monoxide poisoning from a faulty gas heater or hot water system.

Records and what renters can ask for

The rental provider must keep records of every gas safety check, including the gasfitter's full name and business details, their licence or registration number, the date it was carried out, the results, and a record of the Type A appliance service work performed. Records must be retained until the next check replaces them. If a renter makes a written request, the rental provider must provide a copy of the most recent gas safety check within 7 days.

Before a new tenancy starts, the rental provider also has to disclose the date of the last gas safety check and any outstanding recommendations from it. If you're renting in Victoria and haven't seen this information, you're entitled to ask for it.
